Abstract

School middle leader in Malaysia is better known as Guru Penolong Kanan (GPK) need to be competent in leadership, curriculum management, administration, and also in teaching and learning activities. However, it was found that the diversity of these tasks has caused them dilemmas in clarifying their actual roles and functions during the presence and absence of headmaster in school. Furthermore, research related to competence of school middle leader is very limited especially in primary school. This study aims to identify the need for the development of specific competency model for middle leaders in primary school in Malaysia. The research methodology in the needs analysis phase will be carried out qualitatively through interviews involving 8 novice GPKs and 7 field experts. The implications of the study are expected to help KPM to create a comprehensive training to enable middle leaders to work effectively while also improving the quality of educational leaders in schools. It also helps KPM to prove its commitment in supporting the Aspirations of the Malaysian Education Development Plan, PPPM 2013-2025 as well as preserving the field of education in line with the UN Agenda 2030. Therefore, further study needs to be implemented using theories and competency models, respondent and different methods. By doing so, a comparison of the findings can be made.
